Michael O'Bannon and the EOP Foundation have contracted for the past eleven years to assist the Office of Personnel Management with providing the Federal Budget Polices and Procedures Seminar. He has also produced the Environmental Issues seminar. His background of working in the Department of the Interior, the EXIM Bank and the Office of Management and Budget provides him with a unique perspective and overview on the issues associated with Regulatory Reform.
Michael J. O’Bannon completed undergraduate studies in Public Administration and Economics at Drake University. While an undergraduate, he interned for Iowa’s Governor, Robert D. Ray.
Upon graduation, Mr. O’Bannon served on the Governor’s immediate staff before being appointed State Model Cites Coordinator in 1971. In 1972, the Governor named Mr. O’Bannon as Director of State Community Development and Associate State Planner. In 1974, he became a consultant to the Governor of Massachusetts, with responsibilities for conducting national land use studies and representing the Commonwealth of Massachusetts on the Council of State Community Affairs Agencies.
In 1975, Mr. O’Bannon completed his graduate education in Public Administration and Economics at Harvard University Kennedy School of Public Administration where he also served as Teaching Assistant for two years. After graduation from Harvard, Mr. O’Bannon served as Director of Environment Programs for the National Association of Counties.
From 1976 to 1980 Mr. O’Bannon was an Examiner in the White House Office of Management and Budget, where he worked primarily on environmental issues. In 1980, Mr. O’Bannon went to the Department of the Interior’s (DOI) Office of Budget, advising the Secretary on budgetary issues involving the National Park Service, Fish and Wildlife Service programs, and particularly DOI programs in Alaska. He also directed the development of the Department’s Hazardous Waste program and Superfund efforts. In 1984, Mr. O’Bannon was reassigned as Director of Budget and Finance for the Bureau of Indian Affairs at DOI. During his tenure, he improved the $1.3 billion trust investment program and streamlined the entire Bureau’s ADP operation.
In 1985, Mr. O’Bannon accepted an executive assignment with the Export-Import Bank of the U.S. to improve the Bank’s program of direct credits, financial guarantees, and overseas sales of U.S. chemical processing industry equipment. He was instrumental in negotiations with the OCED in developing both U.S. and international policies for mixed credits. He also developed an engineering/operations and maintenance direct credit program later adopted by the Bank’s Board of Directors. In
1986, Mr. O’Bannon became Senior Executive Assistant and Controller to the Assistant Secretary for Fish and Wildlife Service and Parks at DOI, providing budget, legislative and administrative oversight for the National Park Service, the Fish and Wildlife Service, and Department’s Land Acquisition Superfund Program. In addition, Mr. O’Bannon served as the Secretary of Interior’s representative to the Statue of Liberty-Ellis Island Foundation, Inc., the Jefferson National Expansion Memorial Commission, the Wolf Trap Foundation, and the Pennsylvania Avenue Development Corporation.
In 1988, Mr. O’Bannon left government service and was appointed President, Federal Focus, Inc. and served as a Senior Advisor in the Outreach and environmental areas of the Presidential Campaign. He also continued to serve as a member of the Board of Directors of the Statue of Liberty-Ellis Island Foundation and other volunteer organizations.
In March 1992, Mr. O’Bannon founded the EOP Group and EOP Foundation (501C3) in Washington, D.C.
