Federal Budget and Management

Federal Budget and Management provides analyses and assessments of the Federal budget process, Federal budget trends and issues, and planning and management issues associated with the Federal budget.

• The Foundation has published thirteen editions of “Understanding the Budget of the United States Government”. The book provides information and analyses designed for government managers and corporate executives that are affected by the Federal budget process. It is also used in the curriculum of several universities and Military Academies.

• The Foundation has provided strategic advice and analytical support to the Department of Energy and the Department of Homeland Security/Federal Emergency Management Agency on the preparation of capital asset plans required by the Office of Management and Budget Circular No. A-11 and application of the Government Performance and Results Act.

• The Foundation developed a computer simulation model of the EPA Superfund Program for The Business Roundtable. The model illustrated the interaction between policy and program design choices and budget and schedule impacts. A version of the model was subsequently adapted for PC use by Congressional staff in simulating alternative legislative options.

• The Foundation prepared an analysis and report on the federal and state budget and tax subsidies for a publicly-owned electric utility system for the South Carolina Policy Council.
